Drug war and other US Republican excessive uses of force

The drug and cannabis wars with prison as the main tool in the US is a failed system of excessive force led by Republicans, NRA, Hate Radio, and other conservatives. Portugal has a better alternative.
Police in the US are also given poor tools for trying to arrest people who are resisting arrest. Especially people who are high or have mental and emotional problems. Many of us have relatives and associates with problems. Many of us have relatives who have been in law enforcement. So this is not a rant against the police.
There are many arrest videos where people are injured or killed unnecessarily. Especially when trying to get someone on their stomach, and forcing their arms behind their back.
Cops should all be carrying leg shackles and waist shackles. Then when more cops arrive it is easy to handcuff someone in front while another cop shackles their ankles.
At that point the prisoner is going nowhere, though they may try to swing upwards at a cop. And probably fall on their ass after another cop pushes them over.

A chain can be shackled from the wrist handcuffs to the ankle chain. That would keep the hands from swinging up too. If the chain is short enough the prisoner can only sit up, and cannot even hobble away.
All the above can be done without forcing the prisoner on their stomach.
At this point the prisoner can be allowed to sit up. They can't go anywhere and the cops can take their weight off the prisoner thus preventing breathing and heart problems.
George Floyd and many others would be alive if all the above had been done instead. Having claustrophobia, being high, and/or having mental problems should not be a death sentence when being arrested.
A waist shackle can be substituted at some point to keep the hands from swinging up. It's how some prisoners are moved around when taken outside prison, or to court. It is safer for the prisoner too if they fall forward. They can stop the fall somewhat with their hands.
The police in the US are given such poor tools and training compared to other countries with much less uses of force, and much lower rates of death caused by police.

US Republicans have led cannabis and drug wars worldwide. All to create 2nd class citizens who are blocked from many educational, job, and voting opportunities. Part of the conservative plan to concentrate wealth in fewer hands worldwide. USA. The state of the nation. After decades of Republican-led drug war, and their filibusters in the Senate.
- US Republican states. It's not just cannabis prohibition. Many maps. It's also their low minimum wages, etc..
- The US federal minimum wage would be $12.74 in 2021 dollars if its real value had remained at the 1968 level. Even more in 2023 dollars. See graph below. Note the low minimum wages in the Republican south in the map below. See Wikipedia: Republican states.

Roswell UFO craft and alien body retrieval was real according to U.S. Army officer Walter Haut. He signed affidavits to that effect in 1993 and 2002. Released in 2007 after his death in 2005. Video made in 2000. Released in May 2021. Much of the technology has probably been back engineered, and its carbon-free energy could possibly end global warming. And: Stephen Greer (see 17:50 into video): "I have people that I've worked with that have been assassinated trying to bring those technologies out. It's a very scary business."
